PC Powers on, All Fans Running, No Video at all ???

The PC in Question is my AMD PC in my Sig.

I'm trying to get it running thus then to give it to a Friend. It's been stored in my Spare Bedroom for about 18 months, I had been keeping it around as a back-up PC.

It Powers on, CPU Cooler Fan spins, Video Card Fan spins & all Case Fans work as well.

The Monitor though receives No Input at all, no flicker or anything, it just stays Black as if it's not even hooked-up. Therefore I can't even see BIOS.

The Monitor is known to work for I usually use it as a 2nd Monitor on my Main System.

Any Idea's on what the Problem could be ?

I do not know if the Hard Drive is working or not, could the Hard Drive be the problem ? I do not know if Windows is booting or not, I don't remember if the PC has a boot speaker or not.

I have an AMD 4850 & 7850 as spare cards, the Monitor stays Black no matter which Card is installed so I'm guessing it's not a Video Card Problem.

PS On the Biostar TF560 Motherboard a Light stays solid Red in Color, no Blinks. (No other lights are lit)

Any Help would be Great, Thanks.

Ever consider psu swap? It looks like there's some issue with your PCIe power connector. Oh, also try to reseat your DRAM. Sometimes it will do wonder.

A broken hard drive (or no hard at all for that matter) shouldn't prevent you from seeing the BIOS screen and attempt to boot. What should happen if it was a bad hard drive, you'd receive a boot error.

Pull out all of the ram sticks and try just one at a time.

yes, No POST No video = go to minimum configuration.

unplug any devices not needed to complete POST, such as hard drives, ssd's, optical drives, expansion cards, USB devices, etc...

POST requires CPU, a single DIMM, and VGA to complete.
