PC Power up problem. Got Workaround, but need fix...

Here is the problem. I press the power button, nothing happens. No fans, nothing but silence. But, if I disconnect the ATX power cable to the motherboard and reconnect it, the PC now fires up with no problem. Well, until I shut it down again where I have to reconnect the ATX cable. It used to be rare that I needed to do that. Now, it is every time the PC is shutdown that I have to reconnect the ATX power cable.

I am thinking that the power supply could be bad, as I have seen these things go quite often. It is a 300W powering a Tbird 1400, Radeon 8500, two CD roms, 1 HD, 1 internal zip, delta 38 CPU fan, and two case fans. The motherboard is a leadtek W7350KDA SIS 735. Could it be from too much of a load on the Power Supply?

But, since I am not really 100% sure if it is the power supply, I am also thinking it could be the motherboard too. I dont want to purchase one component and find out that it was not what I needed.

What do you techs out there think?
 
Your video card is probably sucking up too much juice. What video card ya got?

Either get a bios update for your m/b, if it has one, or get a stronger power supply and see if that helps.
Try holding the reset button and hitting power.
