PC Over heating?

I have a PC that will not restart right after shut down if its been on for an extended period of time. When I press the power button I get a series of beeps (sounds like 1 long & 2 short's) then nothing. I've been having to wait as long as 5 minutes before I can finally restart. It's only 3-4 months old but I suspect that it's getting too hot to start up. It's a 1.3Ghz AMD Duron processor.

If it were a heat problem then you'd be getting errors after the computer has been on for a while and has heated up. I doubt this issue is related to heat.

Is it possible that there is a malfunctioning safe guard that won't allow the PC to start up until the Duron chip has cooled down to lower temp?
