PC Locks Up at default speed, problem with CPU?

I should have posted this here in the first place, posted it in general hardware originally.

Alright my PC has been locking up for some unkown reason, I thought it was some program I installed so I reinstalled XP but it still would lock up as soon as I would start Prime95 torture test. I decided to underclock the processor, so I changed the fsb to 100 and now it will run torture test just fine with it topping out at 44C. I didn't think it was due to heat because the max temp it would show on MBM was 48C which should be fine for an XP 1700, is the CPU just bad?



XP 1700+ @ default speed
SK-6 with 7000 rpm Delta and a 36cfm Delta case fan also blowing down on it
Epox 8KHA+
128mb Crucial PC2100
Voodoo 3 3000
WD 30GB 7200rpm hdd
WinXP Pro
