PC keeps blocking secure sites. Why?

My system for the oddest reason would not allow any secure websites. Either getting my ISP email from there website or going to a banking website it would just display "page cannot be displayed". I have cleared the temp files and cookies, scanned with spysweeper and norton. If my system is infected or tampered with, what would be the best way to fix this issue? Would Sp2 on top of this issue fix it you think?

what os ? running a router/firewall ?

XP Home. Internet Security 2004. With updates. Router is Linksys WRT54G. Spy Sweeper.

I dont have inet security so I cant tell, but it might be something related to it, Id suggest - try closing the application and see if it helps or go through the settings
also go through the settings in IE (under security, maybe relax it)
also go into windows control pannel > network connections > lan > properties and see firewal and check if its enabled or not
search the web for your router model see if anyone reported any problems
try connecting the pc directly to the modem bypassing the router

99% Chance its Norton. When I ran it, it would randomly mess with my security settings and I would have to go back and tinker with them. If I were you I wouldn't use Norton, its a cycle hog and prime target for any viri floating around now a days. Popular isn't always good

Internet Security works great. I won't be switching. No I have already tried basic anyone could recommend options like disabling Norton and Security features. Yes I tried reseting IE settings to default. Those are basic items most everyone can do, Its not the router, its most likely something spyware related. Hijacked files or something. Anyone else? Thanks for the recommendations, seriously. Thank you, but I have tried those ideas.

What happens if you try something like http://mybank.com:443/secureurl ? (443 is default http w/ ssl port which 99.9% of secure sites use)

Why don't you install FireFox or another free and small browser and try one of the sites, then at least you can determine whether it's IE's config or not.
