PC for downloading- looking for Low wattage

Hi everyone. Looking for advice for Desktop PC. PC will be used for downloading, and need to use the least amount of energy as possible. I want to know if it is possible to have a build with a PSU of 100W?

This will be my first build. I have general knowledge but no experience building. Don't know where to begin.

I am close to a Fry's Electronics store and Best Buy. Willing to buy parts online.

Budget: up to $600, but I'm expecting it to cost less.

-Hard drive space is important, I want to be able to use 3 TB, and absolutely have room for a second hard drive in the future.

-Motherboard has to have compatibility for EFI/UEFI BIOS, USB 2.0 and 3.0.

-Memory: I'm Thinking 4GB is plenty.

-Operating system 64 bit windows, don't know which version to choose.

-Gigabit Network card

-NO Wireless Network card needed, -No Optical Drive wanted

-Video card: No need for dedicated video card, especially if it saves more energy to be integrated in the CPU.

Monitor: I will probably not need a monitor. Is there some kind of device that can be used to switch between two computers using only 1 monitor (HDMI only)? I Currently have a HP w2408h HDMI monitor in use.

A PC for downloading? For something like that frankly I'd just get a rasberry pi and hook it up to to some external USB drives. Far less power consumption and should be able to do that simple task easily.

The Pi does not have Gigabit Ethernet. Will this download box be doing any serving? Multimedia playback?

Seems like something like a Intel NUC might be nice. Might need one of those custom cases. The Gigabyte Brix has a really low idle rate but not much room for storage. Basically these use a Mobile Chipset. They can run off of a MSATA drive and they may have the capacity to store data to a ESATA hard drive. Some of the NUC's had a thunderbolt port.

Another idea might be a motherboard with Thin-Mini-ITX. Use a low end Pentium or Celeron.

Get a celeron 847 or 1037U combo board. (Search slickdeals and the hot deals forums here to find a good deal.) Make sure the board you get has VGA output. Your monitor can take both the VGA output from this PC and the HDMI output from another PC. All you have to do is press a button to switch between the two. Dont bother with a KVM.
