PC fans turn on and off

I'm trying to fix my grandson's computer. When I got it, it would not boot at all. It gave one long beep and continued repeating. I took out the video card and memory. I tried a different video card but same problem. I replaced memory with some old memory I had laying around, now it boots fine and seems to not have any problems while running. When I turn the PC off all fans turn on for about 7 seconds and then come back on for 7 seconds and keeps repeating this. The only way to stop the fans is turn power supply off or unplug from the wall. I would think it is some kind of short but no idea how to troubleshoot this.

Motherboard: Asus p4s8x-x
PS: Antec 350w
memory: 2x1gb pc3200
video: BFG agp not sure about Model#

Any suggestions?

When you say all fans, are you saying CPU, video card, and case fans? Or some mix of these?
Is the case fan(s) plugged directly into the power supply or into the motherboard?
Is the display getting a signal while this happens?
Have you tried a CMOS reset?

Yes all fans CPU, video and case fans. CPU fan is plugged into the motherboard all others are plugged into the PS. I have not tried CMOS reset but will give it a try.

This will be a easy but tedious task. You will need to start taking out hardware one by one after reboot.

Does your pc have built in video? If so you will need to use it. If you do not have on board video then if you have in stock a lower powered cheap video card then use that.

If you do not have any spare video card or on board video then video will be tested last.
Remove your CD/DVD drive then reboot and try again.

Then remove all memory but one. then reboot.

I tried a couple different video cards, didn't fix problem. I disconnected two cd/dvd drives, same problem. It has three memory slots with one stick in each, I removed all of them and tried one at a time in the number one memory slot, same result. I'm now thinking it must be either the motherboard or the power supply. I think I have an extra power supply so maybe I'll try that next.

I replaced the PS and now all seems to be running fine. The fans all stop when power is turned off.
