My screen goes black sometimes and I have to do a hard reboot when I plug in the USB Charger for my cell phone or an external HDD. It used to only happen to the front port (USB connector is a little bit damaged) but now it's starting to happen to the back ports on the motherboard!!!!!!! How am I able to short my PC so easily???!?

A new USB card is an ostrich approach to what could be a serious problem. Drivers might be the issue, but is unlikely. Update them anyway, just in case, and it is easy enough.

If drivers are not the problem, my first guess is a defective PSU or defective wiring.

Maybe you are just using too much power or the motherboard power circuits are waring out. You could have some blown capaciters in your power circuits. Is you PC really designed to be a power source for charging your cell phone? I think you can plug in too many USB devices and it gets to be too much at once and it burns something out on the Hard Drive.

Maybe it is the Power Supply. When you set up the computer, maybe you routed too many things to one (Main) power line. Do you have all the power cords plugged into the motherboard???

Some motherboards have more heavy duty power circuits. These are usually the boards more designed for Gaming and Overclocking.

Sounds like there is some flaky power delivery on your mobo (both the charger and HDD are high-draw devices). You will most likely need a new motherboard to truly solve the problem, but a USB PCI(e) card works as a cheap fix.

Exactly, any problem electrical in nature other than a loose wire wouldn't' be worth it to fix and probably too hard to diagnose.
