Is the display cable plugged into the mobo or the GPU?

Is the system DDR 5 for ram?

Do you have the build specs of pieces listed in PCPartPicker.com?

My first thought would be power supply. Anytime I hear "fans spin up, but no post" I think power supply. It may be your motherboard, but if you have a spare PSU I'd swap it out and see if your rig boots up. Then I'd move to the motherboard as the culprit. Try clearing the UEFI (bios) back to default settings. Did you try reseating your video card? Did you check your video cables?

1. do you have the proper 6 pin power cable plugged onto the GPU?
2. do you post anything when you turn on? like you see the motherboard logo followed by a press delete to enter bios?
3. (sort of dumb question) Is your monitor set on Displayport?
4. If you can not even post... you have a problem with a core hardware... (CPU / MEMORY / GPU / MOTHERBOARD)
