PC does not boot

Hi
As the title says, my pc does not boot on pressing the power button, but all the fans start spinning(there is no display or beep)
I was having a problem where my pc would freeze with the appearance of a coloured screen.
To determine if the GPU was faulty I swapped it with an old 9400gt and now my pc refuses to boot.
My current system specs are
i5 2320, gtx 750ti, zebronics 450w PSU, 8 GB ram

Please help me out.

Troubleshooting a complete system is very difficult. You need to start with just the mb, one stick of ram and, onboard graphics. Add a component after each successful boot. That said, your psu is a piece of garbage.

I tried to boot using onboard graphics,no HDD and 1 ram stick... still the same issue

It's much easier and usually cheaper to swap out the psu. You would want a better psu for this and future builds anyways.
Guess I will go for a seasonic s12ii 520 or an s12g 550.
Apart from the obvious higher efficiency, do gold rated PSU's have an advantage in terms of longevity?
