From my understanding, people seem to agree that you should go with a 3700+ San Diego, and save some money on the processor and put that towards your video card. Although I did just see you mentioned you want 2 GB ram for less then $200, that may be tough unless you get some value ram, which I'm unable to recommend as I am not as familiar with ram as others are.

If overclocking the general posters here will suggest the DFI LANPARTY UT nF4 SLI-DR

Now for video card, it depends on how patient you are or if you really want to have this system started asap. The first thing I was thinking was you could get a 6800 Ultra now, and get another one in a few months or even a year and probably have state of the art performance easily.

Leadtek PX6800Ultra

LCD I have the perfect recommendation for you that fits in your budget and is an excellent LCD. The response time of 8ms is fantastic and a lot of gamers give it excellent reviews and said to have almost zero ghosting, only if you are looking for it will you notice I've heard. Better then the Dell LCD.

HYUNDAI L90D+ Silver 19" 8ms
