As MichaelD says, start it from the ground up (OUTSIDE the PC case, on a table, to eliminate the possibility of case shorts), plug the PSU, one stick of RAM and CPU into the motherboard. You've confirmed the card is good so add that and see if you get any POST results on a monitor. Start adding stuff back piece by piece until it fails, to identify the part that caused it. If it doesn't work in the most basic configuration, see if you can get a CPU from a friend to try that in your motherboard, or perhaps just go straight to RMAing the board.
