PC causing cable modem to reset

Really odd one here. I have a setup where the internet works perfectly for all computers in the home except 1. I can browse wireless on the laptop, use other pc connected via wire, use netflix on media players via wire, but if I start to browse with a specific pc the cable modem resets.

The setup is , cable modem ---> router ---> switch---> pc
Everything works fine until this one pc starts to browse, then like clockwork about every 5 minutes while browsing the modem resets. I've run wireshark , captured packets looking for something, and nothing, it just resets while using this one pc. Modem is in another room so I have had someone stand there and watch the sync lights when browsing and as soon as I start getting timeouts on the browser , the modem has lost sync. Doesn't matter what time of day or what sites.

Anyone heard of anything like this before ? Signal levels and all that is fine and it works fine on every other pc, so hard to see it is the modem.

The error in the modem logs is:
Unicast Maintenance Ranging attempted - No response - Retries exhausted
