PC automatically restarting after power failure

I cant remember where to change this to "Stay Off" after power failure. Could someone point me in the right direction?

EDIT: Nevermind, forgot about the BIOS:roll:
 
Thats system failure, not power failure. I checked my BIOS and it is set to stay off after power fail. I wonder why the PC still starts up upon power coming back on.
 
Ah, sorry

On some BIOS there is an option to restart after pwr failure, or to stay off, or, go to last configuration [if i remember right].
