I was wondering how much of a bottleneck running a 3200 xp w/ PC 2700 ram is. Im going to build my uncle a new comp and have 1 GB of OCZ memory from my previous comp. What do you guys think?? And thanks in advance.

Um, what kind of comp for your uncle? Whether 2700 bottlenecks or not depends on the processor's bus. In any case, your OCZ 2700 may very well run at 3200: try it!

I have the following for his comp:

-AMD 2500+ @ 3200 (runs prime for 24 hrs)
-1 GB OCZ PC 2700
-Abit NF7-S2 (not v2)
-Western Digital 160 GB 8 mb Cache
-G3 Ti200
-Creative sound blaster live 5.1
-52x32x52 16x dvd combo drive
-Antec case w/ 420 watt power supply
-Sony floppy
-Onbaord ethernet

Bascially most of the parts used are what i have laying around from previous upgrades. Hes a professor at CSULB so im sure its simply office apps and web browsing.

If the Barton is locked and you are running 3200+ then asynch hurts a bit but the extra CPU speed is more than adequate compensation. Considering what he will use it for I'd say it's overkill anyways :)

How much of a performace decrease will it be if the ram is run out of sync?

Not very much. And it depends what the system is doing.

Worst case (encoding, running seti, a few others) would be... still not very much. For word processing and the like, you won't notice; if your uncle runs statistical software, CAD or snything like that, there will be some loss of performance, but probably not enough to justify replacing the ram.
