it doesn't solve shiet.
it just says it's investigating, and that's about it.
The buyer, is usually sh!t out of luck even if you receive a box full of bricks or something
 
well its worth a shot, gotta wait 30 days to file a ebay fraud complaint which is annoying but whatever
