is this a scam email? i logged into my paypal account (not with their link) and saw nothing unusual.

yes, the link probably uses an ip address to an identical (but fake) site.

It's doesn't say that it's from the Nigerian Royal family, so it must be fake

the scam pops a new frame image that makes it look like the address is actually paypal address and at the same time it hides the actuall adress toolbar.
