paypal refund question

if somebody hadn't yet shipped the item(ie$200.00 worth), i give him 2 weeks to finish after that can i ask paypal to refund the money bec. the buyer didn't kept his word,can i?

You have to file a complaint on that seller thru paypal. If the seller still has money in his paypal account, paypal will place a hold on the seller's account, then paypal will attempt to get that money back, otherwise I don't think you can.

no, he's from ebay but he would like to do it outside of ebay.

Hi,

Doing a transaction off of eBay (from an eBay contact) greatly increases the probability of having an issue.

I also need to add that the Buyer Complaint Process does not guarantee recovery from the seller if there is a problem.
