Paypal refund question: Do the fees get refunded too?

I guy paid for an auction item and paypal took out $20 in fees because he accidentally paid to my premier account. I want to refund his money and then have him pay to my personal account so that I won't have that $20 fee (paying via echeck)

If I refund him his money does the $20 fee get refunded too?
