Paypal Questions

I am planning to go in a deal with a guy over an Athlon 64. The guy has no heatware and not willing to ship first. Understandable, since I only have 3 right now. He gave me his details and I plan to check that tomorrow.
If I do make the payment over Paypal I have some questions. Experienced traders please input here.

If I do a non credit card Paypal payment, any way I can get back the money if I get trolled? the buyer protection seems only to apply to eBay.

Pls help. I am completely confused over this.:confused:

NO NO NO NO NO. DO A CREDIT CARD PAYMENT!

In July I bought some anime from a seller who never shipped the items. I did a bank draft payment and had to go through paypal to get my money back. While they ruled in my favor the seller has no funds in his account so I get nothing. I did dispute the ACH with my bank and they ruled in my favor and voided the drafts from paypal. I am now unable to use my PayPal account because I have a negative balance.

Use the credit card and if the seller screws up dispute the charge. Paypal will then be forced to refund your money and send the seller to collections(this is not the case with ACH drafts)

Damn. He says he does not want to do a cc account. Well I have to look around I guess.

I know where he is comming from for not wanting to do a CC paypal account. They charge 2.9% + 30 cents for ALL money you receive(not just CC payments)

But in order to protect yourself you should only pay via CC.

A friend of mine who had a part time business on ebay and was using PayPal got a collections notice because a buyer did a charge back(via CC). My friend sent PayPal a drop dead letter because the buyer was inviolation of the auction agreement + PayPal was unable to provide the requested/required info reguarding the transaction.
