Do you have to have a bank account or credit card linked to the paypal to be able to accept money and send it to others? If my account doesnt have 1 of those what would happen to the cash that was sent to my account? The reason I'm asking is because my dads credit card expired and when I had it linked to paypal, I was able to recieve money and send it. I want to sell a processor I have and buy a used nextel all online but don't know if I can.
 
you will be able to accept money, however IIRC there is no way for you to get the money out of paypal with out linking it to something new.
 
you used to be able to get money out of your account via PayPal snail mailing a check to the verified address. Did they stop that now?
 
So, I would be able to sell my processor for money, recieve it, buy a cell phone, and send the cash without a problem?

You still can but PayPal charges $1.50 per paper check.
