Anyone know how to remove the names of people you have previously sent money to in that drop down list?

Mine is like 15 names long now and quite a PITA.
 
I don't think you can. But you can always contact PayPal's customer service people.

No, it's not a cookie, it looks permenantly linked to your PP acct.
 
probably because you almost never buy from the same person twice....and you don't want to accidentally send the wrong person money...
