This is my first time ever opening up any sort of online banking sort of service. Everyone I talked to said that there's some sort of fee for recieving money, but when I searched for the answer I noticed that only business accounts got charge about 3%, and that personal accounts didnt' get charged anything. According to paypal the only difference is that personal accounts can't recieve credit card payments. Does that effect me, since I'll probably only use it for things like the AT FS/FT forums or Ebay/Yahoo shops?

you should be fine. I have never paid a dime for paypal charges. People can still pay you by CC as long as they also have paypal. If you are going to keep a balance on your account, look at getting the paypal debit card. You will get a 1.5% return on anything you purchase with it.
