I have a personal account and a business account(to accept credit card payments). The buyer wants to pay using his bank debit/credit card account. Does paypal charge the usual 2.9% for this payment or is this free? If you pay using a bank account, there is no fee. But if he pays using a bank debit/credit card, does paypal charge fee?
 
Business Premier accounts get charged fees for every receipt, and you can accept credit cards. Personal accounts (non-premier) have no fees, but you can't accept credit cards. It's your account type that determines the fees, not their payment method.
