If someone sent me a device for $20, and it didn't work like claimed, then failed to respond to any of my emails, is there a way to contact PayPal to try to request a refund?

I'm guessing I'm screwed here (will probably give a negative ebay eval to him), but want to know if I have any recourse first.

Nope, you can actually file a claim with paypal, which is actually much more effective than complaining on ebay. See "fraud" in paypal help. It's actually exceeding usefull because it basically freezes the sellers account if they fail to respond within 7 days. I've used this feature a couple times and the result is always positive. This is one good thing about paypal.

Please note that our Buyer Complaint Process does not get involved in merchandise quality disputes. I would recommend pulling the seller's contact information (to give them a call) when a situation like this occurs. Filing a complaint in a circumstance like this would only lead to a notation on the account.

The problem isn't even a question of "quality," though. I don't even know if the product is a working product. It doesn't detect like it is supposed to, and I have suspicion it may be a broken product. I've looked at it since I had the problems, and I can take a picture of it and show an area where one of the connectors is a bit eroded.

Beyond that, I don't know what to do. If he won't respond to email (I've been polite and rational the entire time), I don't suspect that calling will do much good either.
