HI ,
I sent a paypal payment to a seller and for the last 2 days it says unclaimed and also that the recipient is unregistered . What does the part about unregistered really mean ? How long should I appropriately wait untill I cancel the payment ? I still have yet to hear from him and also still not recieved the item I payed for . What is you guys opionion ?

The person had been contacted 3 -4 times prior to sending .. Anyone else ? I'am still able to cancel it .But I don't want to be hasty . What is the part about unregisted recipient if anyone can help .

I think unregistered just means that they don't have a bank account hooked to the paypal account.

I am in the same boat, I won an item on monday, paid through paypal immediately, and haven't been contacted by the seller at all. I have emailed him twice asking when he was going to ship and received no response. I checked on my payment this morning and it was unclaimed. His paypal account said unregistered as well. I canceled the payment about an hour ago. If he emails me, I will complete the transaction , but if I don't hear from him he will have another negative feedback left for him in 85 days.

that is what i think

you can send paypal to any email address, if no account exists with that email address, paypal sends an email inviting that person to create a paypal account to recieve the money

IMHO there are two possibilities:

1) For whatever reason they don't have a Paypal account and need to establish one. Or their previous account was closed for whatever reason.

2) You send cc Paypal but they only have a personal non-cc account. Before they can "accept" the payment, they must upgrade to the Premier/Business account.

It's most likely one of those two, or both.
