Paypal - Pay for eBay Items

I've create a new paypal account, which is just recently e-mail verified but I've yet to add a credit card and/or back account for verification. A coupla questions,

1) If I win an item on eBay, can I just simply go to the "Pay for eBay Items" page and input the required info on my credit card and that's it? Or do I still need to have the credit card verified first?

2) Can I use a major credit card like VISA and MasterCard with the billing address located in another country (other than the United States)?
