Paypal now charging same fees for ALL transactions?

Someone over at Club Polk said that Paypal is now charging the same fees for all transactions (including Gift and Money Owed), but he didn't provide a link to the announcement.

Anyone else have any info on this rumor?

(I use transaction type Personal Payment Owed and request funding from non-credit card source to avoid the fee. Don't know if this loophole is still going to be open either).

I dont use paypal except for ebaying, which I haven't done in a while... so... dont care.

Is Google Checkout any better?

It's worse by a large margin, I know idiots on here will probably say the exact opposite. But which can be used at basically any site? Google Checkout is t3h suxs for the fact I never see it as an option anywhere. It can't be considered better if it's not even usable on the majority of sites.

They changed their website at some point. There are now 2 options when you send money, Purchase or Personal. Personal is still free, purchase has fees, doesn't matter what type of account you have.
