Paypal Multiple Currencies - Does it charge fees for Service/Other?

I'm in the US, buyer is in Canada.

I just received funds from him without an address, he said he accidentally marked it service/other. What's strange though is that it didn't take out the customary multiple currency exchange fee (3.9% + $0.30).

Is it possible that he sent funds from his Canadian account in USD? (thereby there was no multiple currency)

or

Is there just no fee from 'service/other' with multiple currencies? (From what I can see on paypal's website - I see no delineation of the fees for different payment types)

Yes it is possible, I have multiple currencies in my Paypal, and I can send the USD i have in my account..

I can only withdraw it in Canadian though which pisses me off since I have a USD account.
