Yep. I had a package take a month to Ontario from Tacoma. The buyer was extremely agitated and untrusting but it finally made it. I know someone else that had a package take 6 weeks.
 
So did you get tracking/confirmation on it or not? Or did you just throw away the receipt but not actually get tracking.

Also did you offer tracking and the buyer refused or did you not stipulate anything about the tracking at all?

This is why you don't use USPS...

good news! After a little trash digging I found the customs form and got a declaration #.

Now paypal is saying I must wait until it's delivered, which is completely out of my control.


 
Don't post the tracking number. Send it to the guy you sold the router to. Next time you sell something, send the buyer the tracking number as soon as you get home from the PO.

How was he contacting you when he "wouldn't stop bugging" you about sending it? You have some form of contact for him. Give it to him. In the future, consider that the buyer pays for the shipping and thus has paid for the tracking, so they have every right to the tracking number so they can monitor progress of the package.
 
and if he cant buy iy locally then it sounds like you violated export laws and shipped an encryptable device.

customs probably opened it up and now they are issuing warrants
