Why are they charging me $1.00 2x for a so called FREE service?

It's likely that the $1 is just a pre-auth that Circuit City did, to make sure that the card number is valid. Seeing as how it's got today's date on it, why not wait a couple days and see if it goes away before freaking out about getting charged?

Exactly. Within a few days once you purchase goes through you'll be refunded or credited the $1.00 charges. It's like the poster above said. They're just checking to see if the card is valid.

with Paypal it takes ten business days to fall off. I went through this when I used my PP debit card to rent a car.

So the lesson of the day is to make sure you have a couple extra dollars in your account than what you are spending. Just got my PayPal debit card a couple weeks ago just incase it might come in useful, but hasn't yet.
