Paypal - how to downgrade from Premiere back to Personal

Title says it all, I upgraded my account to premiere to accept a CC payment, and am now being charged for every transaction I receive. How do I go back to having a personal account ?
 
You have to open a new one using a different email and different bank account number. No way to downgrade.
 
PPD said in a previous thread (search for it DUH) about this EXACT SAME ISSUE... contact customer service and they will allow you a one-time downgrade back to a regular account.

But alas - I shall say it again, yet another reason I don't use paypal.
