I am buying something that says "Payment by Visa/MC/AMEX (by PayPal)"

Do I have to open a PayPal acct to do this?

Will there be an addl charge to do this?

I've never used PayPal before.

You have to have a paypal account so you must join. There is no fee for you, but payment made to the seller will have a fee taken out of it.
