To send non cc money using paypal you just have to have your account linked to a bank account right? Should I send the money using an eCheck or instant transfer?

Instant transfer. eCheck takes a few days to clear.

Depends on if the receiver has a personal or premier account. Personal account = no fees, while premier is $0.30 + 2.9%
