If a buyer wants me (the seller) to ship to an unconfirmed address, i dont qualify for the seller protection, but at the same time, do they quality for buyer protection?

short story: you lose. If he scams you, you get zero protection. confirming an address is not difficult. Require your buyer to do so before you ship out.

You lose.

Paypal will always side with the buyer to "protect" them, in other words the seller gets shafted.

Do not do it.

What's needed to confirm the address? I've shipped to unconfirmed people before and never had a problem. I just always tell them to email me with their correct address. And I empty out my paypal account all the time and have no problem tleling my bank to refuse their debits and such.

It is riskier to ship to a confirmed address, but it really boils down to what the item is. If it's like a ceramic teapot, I doubt granny who bought it is out to rip you off. Also, if the item is only a few dollars... who really cares anyway.

But generally, try to ship only to confirmed addies unless you know the person somehow.

Some people have difficulty confirming addresses so they have to use the alternate address confirmation which takes weeks. I had to do that because my bank doesn't support online address verification, therefore I could not confirm with a credit card.
