paypal giving me mixed messages

I was trying to checkout for an item from ebay and I got this message when I was checking out. It had greyed out the instant transfer options and allowed me to use ony an echeck, CC or paypal credit.
I'm kinda worried now since i got this message. THe seller has a new acount (3/06) with only 10 ratings (100% pos). The amount is ~$500 and his other auctions before are for <$100 except one for around $250.
