- PayPal requires that shipments valued over $250 have Signature Required in order for the seller to be protected against a chargeback under the "Seller Protection Policy"
- PayPal offers UPS shipping.
Before today, you could mail a package off via PayPal using UPS shipping for a package valued over $250 and still LOSE 99% of the time in the chargeback b/c you didn't use signature confirmation.
See the loophole there? PayPal claims to protect the seller, then offer the convenience of UPS shipping via PayPal, but doesn't offer signature confirmation on the UPS shipment. So any buyer could say "Oh, we didn't get that package" and file a chargeback b/c Singature Confirmation wasn't purchased for the shipment. Well, duh, PayPal didn't offer it on UPS shipments.
Today, they added signature confirmation as an option and you can now add it to UPS shipments through PayPal and you don't have to worry about getting fvcked again (well, you still have to worry, but not as much as before).
