Paypal fees

I sell alot of stuff over in the fs/ft forum and for a long time, when I would accept non-cc paypal (i.e when they had a paypal balance), I wouldnt get a any fee's taken out. Lately, I am getting those fee's which take 1 - 2 dollars away. How can I stop these fee's? I hear something about downgrading accounts ...

you have to have the lowest of low accounts (the one which cannto accept CC payments) to avoid fees on non-CC funds.
