Wait paypal states that fees are 2.9% + 0.30$ did you get charge 0.30 cents for each transaction.

On the 1 cent donation, i was charged 1 cent. On the 26 cents donation, I was charged 26 cents. They won't CHARGE me, just take it all up to a certain point.
