Paypal buyer's premium on eBay?!

Ok, I was cruising some auctions on eBay for collectible coins and I came accross one that has this in the auction:

Text*Please Note - If paying by PAYPAL, buyer must add a 3.25% Buyers premium to the total in order to cover the PAYPAL costs.*

What the hell? I have never seen this before, I think this is ridiculous. As far as I know the seller is supposed to cover the transaction costs, not the buyer. I hope this isn't a new trend on eBay.

Anyways, here's the auction.

So don't bid. If you feel like doing free labor for eb*y then you can turn 'em in to safeharbor and they'll warn the seller, and eventually suspend as it's against policy.

I don't have any intention on bidding. I just feel sorry for the poor sap who already has.

Actually its against credit card law. You can't charge a surcharge for credit card use (and paypal has lumped themselves into that) because that would give another payment type an advantage and the credit card company would hate that.

It's against PayPal's TOS except in the UK......for some reason, in Britian, surcharges are legal, accepted and quite commonplace.

That doesn't surprise me. Look at their taxes. 16% value added tax on purchases. LoL

just bid on it then when you pay with paypal without hte surcharge and they complain say its against ebays policy.

It's against the terms of service of the credit card company (and PayPal), but that's only to give themselves equal footing with cash.

Called PayPal. The nice lady there referred it to their Internal Investigations Dept. He should be getting a Nasty shock soon......

Report him to E*ay, they will pull his ads and notify him via email that this is against E*ays rules/regs.
This is actually against the law in some states (charging a fee).

An excessive "handling" fee will draw the attention of eBay TOS team as well. Not to mention the hassles from buyers. I round the Priority Mail fee with Signature confirmation to $6.00 instead of the exact $5.65 to throw some spare change at the gas I spend back and forth 2 -3 times a week I ship out. Some people really have an issue with that, even after I point out the "Handling" aspect" of the way it is listed.
Not much one can do about that, except try to explain reasonably.
I've only had one guy really gripe about it. out of almost 100 sales....
