Paypal balance pending... what the hell does this mean?

So there's a pending balance on a paypal transaction I've received, it says:

"The money for this payment is being temporarily held in your pending balance. It will be held for up to 20 days. While it's being held, it won't be available for withdrawal.

We'll move the money to your available balance after 20 days as long as your buyer hasn't reported a problem. It may be available sooner if we can confirm that the item was delivered or, if this is an eBay item, your buyer leaves positive feedback.

To get access to this money more quickly, please process this order right away and openly communicate with your customer."

This doesn't seem like a bounced echeck, but then again I have no clue what message it tells you when an echeck bounces. Anyone have a clue?

afaik, the check didn't/cannot bounce now, but Paypal is just putting the money in a temporary escrow account in case the item you sold isn't as advertised. I believe if the buyer likes what he got, he can go into Paypal and say "I got the item and it is as advertised" and then you will get your money more quickly.

This is bullshit though. So I can buy anything from someone on Ebay, then say that it never arrived, or arrived broken, and keep my money?

Well that's scary as hell. I stopped using paypal for two years because of a bullshit dispute I had with a buyer on ebay. He didn't get his xbox 360 quick enough and he was mad so he said "hey, I never got it" and apparently USPS delivery confirmation isn't good enough so they refunded the guy his money. Luckily I only had about $60 in my paypal acct at the time, but it's just retarded how they operate. I had absolutely no communication with paypal or the guy.
