Just got the Paypal promo in my e-mail.
Looks like terms may have changed again (possibly for the better):
"Registration. You must first register for this offer on http://paypal.promotionexpert.com/greatshopping/signup/index.html using your PayPal account's primary email address. You are only eligible for this offer if you receive this offer in an email sent to you directly from PayPal or if you registered for this offer between 2/8/07 and 2/15/07 2pm EST."
"Limitations. Limit one registration and one $15.00 USD rebate per PayPal Account. Offer available for a limited time. Offer is limited to PayPal users in the United States and Canada. Offer is non transferable. PayPal account must be in good standing prior to and throughout the offer period to qualify. If your purchase is refunded at any time you are not eligible for the $15.00 USD rebate. If the purchase is refunded after you receive the rebate, PayPal will deduct the rebate amount from your account." (now says per Paypal account, not per person or address).
So it's possible that you could get two rebates if you have a personal and upgraded Paypal account with different e-mail addresses. YMMV though.

Looks like they may have changed the terms. Would be cautious if signing up now.
According to this FatWallet thread, looks like change took place around February 15 (removed from Paypal's site then):
