The logo needs to remain in the same proportion from line to line as it is now. Also, the color which is used in the logo is R: 97 G: 137 B: 114. Or #608972

You're gonna have to try a little harder than that. What does the logo say, what do you want it to look like, etc? And I'm assuming the company name is EVDC, LTD?
 
The company name is Vancouver Ever-Lite Drywall Construction LTD. The logo is just the acronym. The logo is quite old, hence why it isn't fancy, but my dad wants to maintain the company logo but wants to have his letterheads on the computer.

 
I'd like it to be on a transparent background. And the logo should be the color you mentioned, although it's not the exact same as in the picture, it's close enough.

Ahh, I seem to have misunderstood what you were asking. I see now. You want someone to digitize that logo, not make a new one, huh? 😉

I'm more familiar with CorelDraw so I used that, (also because that is vector based), but exported it to PSD per the OP's request.
