When people sell stuff and they say PP non-CC does the "non-CC" mean non creditcard?

Yes.

To receive CC payments, you need a premium account, and Paypal charges a $0.30 + 2.9% fee..

Make sure you have a paypal balance for your item to be non CC.
If you have insufficent balance and send more money, paypal will deduct the remaining from your CC and it will count as a CC payment.

You also want to create a personal account. So you won't be fee'd
