The "speak up" part is in response to a lack of leadership and a media narrative that paints Islam = Terrorism.
The need arises from that simple message, drilled into us again and again when there's one act of terrorism after another. And there's no counter balance. There's no humanizing and patriotism shown. The only messaging broadcast is the violence, the killing, the terrorism. That then becomes what defines Muslims in our eyes. That message is poison to coexistence.
It shouldn't be up to each person, there's where leadership comes in. Chosen representatives who display the qualities to reach out and condemn violence. Who show Americans that they stand with us, they are for us, and one of us. To demonstrate an organization standing against foreign terrorism and will not harbor it. Leaders who we should grant the wealth, power, and authority to see a common American bond formed, and our Union strengthened.
Long story short is that September 11th and all the horrors that follow require a strong national dialog. Lest we sit idly by and let the media define a narrative that tells both Islamic youths and rednecks alike that Mosques are terror camps. To not defeat that message, in its entirety, would certainly cause backlash and counter-violence. A demand to "speak up" is a civil warning that we're beginning down a very dark path, and action is required.
