I bought a used Odyssey White Hot #2 putter off ebay. The listing indicated that the grip was in "rough shape" so no surprise when the club arrived with black electrician's tape over the last inch. I removed the tape to find a ~1/2" hole in the butt end.

I pushed a conical cork into the hole and cut off the top and shoved it down about 1/8" below the end of the club to form a base over which I could pour/smooth some kind of black rubbery sealant.

I had an old unopened ~3oz tube of GE black plastic rubber which felt nice and pliable but it came out with no ability to stick to anything, even my fingers.

I discovered a tube of black silicone sealant in a caulking gun in my garage that had been there for years with the cap on the end (i.e. opened). Removing the cap I was amazed to see that it hadn't set. I used it to make the repair on the grip but even overnight I see that it's not setting up.

So, I figure:

1) I have to remove that gunky silicone (somehow... how?)
2) Clean well, maybe roughen some
3) Use something else to make the repair

Is black silicone sealant the best thing to use? The butt end of the putter's grip will (I think) be rested on all the time it's in my golf bag and will get bumped 1/2 a million times!!! Should I look for a "plastic rubber" sealant instead?

You've already got a thread about this in Home and Garden https://forums.anandtech.com/threads/black-silicone-sealant-doesnt-go-off-whoops.2566684.
