NEW ORLEANS - Water poured over a patched levee Friday, cascading into one of the city's lowest-lying neighborhoods and heightening fears that Hurricane Rita would re-flood this devastated city.

"Our worst fears came true. The levee will breach if we keep on the path we are on right now, which will fill the area that was flooded earlier," Barry Guidry with the Georgia National Guard.

Dozens of blocks in the Ninth Ward were under water as a waterfall at least 30 feet wide poured over a dike that had been used to patch breaks in the Industrial Canal. On the street that runs parallel to the canal, the water ran waist-deep and was rising fast.

The impoverished neighborhood was one of the areas of the city hit hardest by Katrina's floodwaters and finally had been pumped dry before Hurricane Rita struck.

Mitch Frazier, a spokesman for the Army Corps of Engineers, said water is rushing over part of the levee that previously was breached.

Hate to politicize this but I think the Feds putting the breaks on Mr Nagins idea to let people back in is showing to be the correct one.

If this things crumbles is it possible for the city to be submerged like it was a 3 weeks ago?

I don't think you are politicizing the issue. Bad ideas are bad ideas regardless of your political affiliation.

That's not really politicizing it. I mean, it was his idea to start letting people back in. I believe everyone was pretty much against the idea.

It was a bad idea to let people in and stay. But was it a bad idea to let people in to:
1) Inspect the damage to their property,
2) Get their important stuff that was left behind,
3) Feed their pets,
4) Shut off any remaining gas appliances for the time when gas supply is ready to be switched back on,
5) Secure everything for a long stay away,
6) and then leave a few days later?

If I understand correctly, no one is currently located where the flooding is reocurring.

The previously broken levees have been made stronger than the remaining segments of the same levee. The patches are only temporary but will withstand more than the original floodwalls in their delicate condition.

Actually, the breeches have been at the patched locations:

all humans should be out. all damage has been done from last time. nothing left to loot. i am wondering if maybe this fresh water might wash out more of the toxic goo that was left in the city after the pumping. with all the pumping equiptment in place now, they should be able to pump it out a lot faster.
