The preformance setting i think which is known as PAT has 3 settings and when i try turbo my system will not boot-up. My monitor doesnt come on. i have to unhook my monitor from video card and then restart and it says overclock didnt work. i have it set on auto but would standard be better? Someone in another forum said that standard gave them better preformance. Why is that? Also i read you need good hardware. Is the hardware for my Rig not good enough? Any thoughts?

turbo supposedly tightens up the ram timings .
depending on your ram, it may or may not be able to work with the tighter timings.

PAT is actually only avaialble on Canterwood mobo's (which is the P4C800). Asus implementend somthing similar on their Springdale boards as well, but it isn't really PAT. My P4P800 Deluxe doesn't work worth a crap on the Turbo seting either, I run it on Auto I think. From your sig, it looks like you have pretty good stuff in there, so I don't see why your hardware would be a problem.
