Paste and tape?

My HSF came with some little square thing on the bottom. I'm guessing it's sometype of heat conductor. Should I just use the thermal paste I got and scratch off the tape or should I use both? Would it hurt to use both?
 
One or the other, never both. Arctic Silver if you are going to overclock is a good recommendation, but the pad is fine for default use. I personally won't recommend Radio Shack grease for AMD's, maybe ok for default use in lower power intel's, but why cheap out of something thats the heart of your machine.
 
Both is a bad idea because the tape along with the compound would not properly phase shift and would keep the heatsink farther above the core increasing the temperature and lowering the effectiveness of the heatsink
