Password restrictions

WTF is up with E-commerce websites that implement lame restrictions on passwords? I've visited three today alone who restrict the length of the password to 6-11 characters and they don't even allow the use of special characters. I prefer to use passwords of at least 15 characters along with upper and lower case letters, numbers and special characters. Seriously - WTF. Why do these webmasters continue to impelement 1990's style password rules?

bank of america wont even let me use special characters :-/

what really gets me is my student insurance provider...give them your email because you forgot your password? they just straight up email you your password in plaintext. not cool.

LOL. Sending people their passwords via email would probably get me laughed right out of my job.
